NYC Retroactive Code Requirement: Escalator Skirt Deflector Device
Introduction
There is a retroactive code requirement that all escalators in New York City must be provided with skirt deflector devices by January 1, 2025. This code requirement applies to all existing escalators without skirt deflector devices, regardless of age or date of installation.
What are skirt deflector devices and how to comply?
Escalator skirt deflector devices are a safety feature installed along the skirt panels located on either side of the moving steps. Escalator skirt deflector devices are installed in the form of skirt brushes installed directly onto the skirt panels. The devices are intended to help deflect items such as loose clothing, shoes, and other foreign objects from getting lodged in the gap between the steps and the skirt panel. Additionally, these devices alert the rider when they are getting close to that gap. Although the gap between the steps and the skirt panels is minimal, these devices help reduce the risk of these occurrences.

If you are unsure whether your current equipment complies with these requirements, please contact BOCA Group. Compliance can be determined during an on-site review, and we can also assist with planning and budgeting if we find that you need to upgrade your equipment.
Note that alterations required to comply with retroactive code requirements are typically not covered under an elevator maintenance contract, so your contractor will need to submit a proposal for this work if it is required. BOCA Group can assist you with the process of requesting and reviewing these contractor proposals.
